Biography

Roberto Tomás Morales Ojeda is a member of both the Politburo and the Secretariat of the Communist Party of Cuba. Within the Secretariat his portfolio covers the internal life of the Party and cadres policy — meaning he is the senior figure responsible for the selection and rotation of PCC officials at provincial and national level. In a one-party state, that brief is one of the most operationally consequential roles in the country.

Morales was Minister of Public Health from 2010 to 2018, presiding over the international expansion of Cuba's medical-mission programme — one of the regime's largest sources of hard currency. He served as Deputy Prime Minister from 2018 to 2019 before joining the Secretariat.
