  • The Cuban business is privately registered and not a front for a state or military entity.
  • The importer, payment route, warehouse, hotel, or logistics provider is not CRL/SDN-linked.
  • The goods or services fit an authorized support category.
  • Records show end use, end user, payment path, and delivery chain.

Practical constraints

  • Many MIPYMES still rely on state-controlled import channels.
  • Hard-currency scarcity can delay payment.
  • Beneficial ownership and political exposure may not be obvious from the trade name alone.
